Employee Reservation: Who Is Included in the Quota and Why It Is Important to Monitor

For critical enterprises, accurately calculating the quota is a key step in the reservation process. It is important to understand that the total number of employees liable for military service within a company is not always the same as the figure used to calculate the actual available reservation limit.
The calculation includes employees liable for military service, as well as employees who were mobilized after May 18, 2024.
At the same time, certain categories of employees are excluded from the quota calculation, specifically:
• women liable for military service;
• employees who already hold a valid reservation through another enterprise;
• in cases provided for by legislation—employees working at multiple critically important enterprises: they are counted at the workplace where their employment relationship has lasted the longest.
Why should the quota be verified manually?
In practice, the information displayed in digital services does not always allow for an immediate and accurate determination of the actual reservation limit. Due to errors or delays in data updates, the Diia platform might show a higher number of employees eligible for reservation than the enterprise is actually entitled to reserve.
Therefore, we recommend not relying solely on the figures displayed in the Diia portal; instead, you should manually monitor the quota and verify the status of each employee subject to military service.

This is particularly important given the consequences of exceeding the established limit. If the number of reserved employees exceeds the permitted limit, the enterprise is required—within 10 business days from the date the limit was exceeded—to submit an application via the Diia portal to cancel the reservation for the corresponding number of employees.
Furthermore, exceeding the established limits on the number of reserved employees may serve as grounds for revoking an enterprise’s status as "critically important."
That is why accurately calculating the quota is not just a matter of being able to reserve employees; it is also a crucial aspect of maintaining an enterprise’s status as "critically important."
